Regeneration Strategy For Penarth


Replacing Victorian lamposts with modern is detrimental to the character and best selling point of Penarth. The Vale Highways service is a law on to themselves. What is missing here is any impact assessment on conservation and preservation of our heritage and history in Penarth. The conservation officer doesn't need to be consulted on works to road and pavements for some reason. This is not best practice. Conservation areas in Penarth are being shrunk, there is no group defending them. The one conservation officer that the Vale has is under pressure from planning colleagues and failed us. 

There is a large fund for the arts available but using this towards a new modern pavilion or new park railings etc is wrong. We should preserve and restore the pavilion on Belle Vue Park in a conservation area and I believe there is also a air raid shelter as well that could be also restored. Preserving our Victorian lighting poles, or funding a local history museum in the Turner Gallery would be a better alternative. A local history museum project would be a great project for older citizens in Penarth and with the support of the local history society who have just one cupboard for storage in the library.       

We were promised in the town plan benches in the town for the benefit of the elderly and disabled people, we were promised a declutting of the streets, we were promised an end to infill/backlane development (garden grabbing).    


Belle Vue Pavilion
Capturing residents' views on the potential future uses of Belle Vue Pavilion. 


The 2-hour public consultation session on 31 January was a flop.  
Half a dozen members of the public came and were over-served by the 5  officers (on overtime).

The Council started with a blank sheet, except they have decided on demolition.  The two previous consultations, one public 2 years ago and one with the committee last year have not been recorded and assessed.  
The Council have no technical assessment of the practicalities of renovation, just gave end-of-life as reason for demolition.  They have £680 000 to play with, diverted from S108 funds from the Penarth Heights development.
The Council think a cafe is a good idea, franchised commercially, yet are unaware of there being few park-users at normal times.
They think there would be demand for a community rooms, daytime and evenings, but have not assessed the usage of similar facilities nearby.  Nor have they assessed car-parking.
They need a community group to run the future pavilion, but relying on volunteers limits the type and range of facilities.
They are keen to spend funds under the 'Arts' heading, perhaps at the £100 000 level; it could be a building feature or an artistic structure for children's play. 

We are also at risk of losing the bowling green in Belle Vue Park as the Vale council increase in charges makes it increasingly more expensive for members and leading to its decline.

The Council received £967,325.64 from Crest Nicholson for Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL).  I can confirm that following a request from Newydd Housing Association, the Council has agreed in principle in accordance with the adopted Section 106 Protocol for Implementation for £400,000 (based upon the build cost of this element of the scheme) of this Section 106 contribution to be utilised towards the Community Facility at St. Paul’s Church (approved via planning application 2017/01337/FUL). This is subject to further evidence being submitted by Newydd Housing to the Council for approval. The evidence they are required to submit for approval includes a robust business plan for the facility and they will also be required to demonstrate that the proposal complies with the legal definition contained within the Section 106 Agreement above. This information will be required prior to the release of any Section 106 money.

With regards to Belle Vue Pavilion, I can confirm the following amounts have been allocated to a scheme here, which is subject to the current consultation:
·         £550,325 - Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL)
·         £100,000 - Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL)
·         £36,566 - Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Northcliffe (ref 2017/00541/FUL)

The Council received £834,400.00 from Crest Nicholson for Public Art pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL). A project board has been established to oversee the expenditure of this contribution, and the following schemes have been identified and are at various stages in terms of design and feasibility:


·         Public Realm Works - £438,961 – projects include:
o    Cogan Leisure Centre Skate Park – The skate park company appointed has sub-contracted artists to incorporate art works into the design and appearance of the skatepark, working with the skate park designers and stakeholders to provide for a visually exciting facility.
o    Dingle Park – There are two parts to this scheme. Part 1:  the provision of three artist designed entrance gates/gateways into the park. this scheme has been tendered via Sell2Wales and the Council will shortly be interviewing the bidders. Part 2: provision of a number of pieces of educational art, designed in collaboration with local schools; a series of interventions, in a variety of forms, with the intention of promoting storytelling and writing stories, in association with local schools; artist designed signage and information boards providing information on activities in the park and perhaps environmental/ecological/educational information.
o    Arcot Triangle – A workshop was held with residents and interested parties on 16th January 2019. The Council will now prepare the brief which will be tendered via Sell2Wales. The artist will be required to collaborate with residents to develop the final scheme.
o   Belle Vue Pavilion – either art works within the fabric of the building, and/or to create a space for art works to be displayed or to be created.  Consultation underway.
o    Brains Bridge – In liaison with Network Rail a scheme for artwork on the bridge abutments, deck or an artistic lighting scheme might be considered.
o    Paget Road Open Space – exploring opportunities at this stage.  
·         Strong Community Grants - £50,000 - third party groups in Penarth to bid for, such as the Town Council, the voluntary sector, charities, community groups etc. As the Council is restricted to the delivery of physical works of art on land or buildings under its control, this is an opportunity to provide funding for other organisations to bring forward schemes or activities elsewhere in the locality of the Penarth Heights site.
·         Youth Participative Arts/ Creatorspace- Penarth Library - £334,739 - To create a Makerspace at Penarth Library by adapting an under-used and out of date IT suite to become a focal hub for the creative industries
·         Elderly Participative Arts.  TANDEM:  A project to help tackle dementia through the Arts in Penarth - £10,700 - A pilot programme of arts projects, specifically an arts and dementia programme which would help establish a much needed resource that could become self- sustaining through full cost recover.

With regards to the allocation of Section 106 monies, Section 106 is not formally allocated until receipt in accordance with the S106 Protocol for Implementation. The Section 106 agreement for Penarth Heights did not specify a particular facility. Whilst St. Paul’s may have been an original idea which the contributions could have been used towards, this has changed given the corporate decisions regarding the building.
