Capturing residents' views on the potential future uses of Belle Vue Pavilion.
The 2-hour public consultation session on 31 January was a flop.
Half a dozen members of the public came and were over-served by the 5 officers (on overtime).
The Council started with a blank sheet, except they have decided on demolition. The two previous consultations, one public 2 years ago and one with the committee last year have not been recorded and assessed.
The Council have no technical assessment of the practicalities of renovation, just gave end-of-life as reason for demolition. They have £680 000 to play with, diverted from S108 funds from the Penarth Heights development.
The Council think a cafe is a good idea, franchised commercially, yet are unaware of there being few park-users at normal times.
They think there would be demand for a community rooms, daytime and evenings, but have not assessed the usage of similar facilities nearby. Nor have they assessed car-parking.
They need a community group to run the future pavilion, but relying on volunteers limits the type and range of facilities.
They are keen to spend funds under the 'Arts' heading, perhaps at the £100 000 level; it could be a building feature or an artistic structure for children's play.
We are also at risk of losing the bowling green in Belle Vue Park as the Vale council increase in charges makes it increasingly more expensive for members and leading to its decline.

The Council received £967,325.64 from Crest Nicholson for Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL). I can confirm that following a request from Newydd Housing Association, the Council has agreed in principle in accordance with the adopted Section 106 Protocol for Implementation for £400,000 (based upon the build cost of this element of the scheme) of this Section 106 contribution to be utilised towards the Community Facility at St. Paul’s Church (approved via planning application 2017/01337/FUL). This is subject to further evidence being submitted by Newydd Housing to the Council for approval. The evidence they are required to submit for approval includes a robust business plan for the facility and they will also be required to demonstrate that the proposal complies with the legal definition contained within the Section 106 Agreement above. This information will be required prior to the release of any Section 106 money.
With regards to Belle Vue Pavilion, I can confirm the following amounts have been allocated to a scheme here, which is subject to the current consultation:
· £550,325 - Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL)
· £100,000 - Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL)
· £36,566 - Community Facilities pursuant to the Section 106 Agreement associated with the planning permission for Northcliffe (ref 2017/00541/FUL)
The Council received £834,400.00 from Crest Nicholson for Public Art pursuant to the Section 106 Agreement associated with the planning permission for Penarth Heights (ref 2007/00295/FUL). A project board has been established to oversee the expenditure of this contribution, and the following schemes have been identified and are at various stages in terms of design and feasibility:
